No, not leggy. Yes, it does look a bit sparce. It will fill out as it backbuds. It will.
But it could also be improved by layering the foliage in the pads. When wiring a branch out, don’t just go left, right, left, right... some movement needs to go up/down, too. Some twigs needs to be allowed to go up, not just side to side.
I dont have a tree very similiar to yours, but I did have to put in quite a bit of branch wiggles to tame this white pine:

I layered the foliage on the pads to give them a bit of height.
Incorporating some of those ideas will make your tree look less “leggy”. Putting in more curves to your branches, especially up/down movement will make the tree look more consistent.
One other thought...
The primary feature of this tree are the sinuous trunks. At least to my eye. You also have two pretty long vertical drop branches. And I think they look out of place. The one on the left seems to drop out of the apex to become the lowest foliage on the tree. What doesn’t make sense is why is it so straight when the trunk is so contorted? Wouldn’t whatever forces that created the trunk shape also affect that drop branch? Same for the smaller drop branch coming off the secondary trunk.
On another tree, those drop branches would be great. But, there’s just too much “going on”.
Still, it’s a cool tree. A conversation piece, for sure!
