Apple tree air layer

I air layered this apple tree last summer. It didn’t have much growth on it, and of the 3 I did this one survived. Not the best one out of the bunch, but this is what I got now. It’s about 8 months old as an air layer and growing well. Can I cut branches back now to get growth lower on the tree or is that something I need to wait till next spring to make sure the roots are strong enough. IMG_0313.jpeg
 
Looks healthy. I would start working it back. Cut the branches and top back to the inner most side branches.

Will do just wanted to make sure I could still do it. It needs cut back a lot.
 
I would personally wait another year before cutting hard.
I've had fruiting plants pump a lot of stored energy into growth and then collapse at the end of the summer to never wake up.
Your plant doesn't look bad at all, but I see no reason to not let it regain some more strength.
