Yes, there is, but for many decades, this included the policy of fighting any wildfire to the maximum extent possible. This disrupted a natural cycle whereby regular fires cleared the forest of fuel (underbrush and dense stands of young trees). This allowed massive buildup of fuel in the forests, so now fires are much larger and hotter, which results in the burning of older, more fire-resistant trees.
