Red Maple- New growth yellowing/distorted

Noob here, I have a Red Maple (Acer Rubrum), collected this spring, that has put on a lot of growth, but the newest leaves are looking weird and I'm not sure what's going on. The new leaves (mostly on one side) are smaller, thicker/rougher than regular leaves, have some mottled yellowing and the margins are strangely distorted.

Any thoughts on what might be causing this?

Any chance of herbicide being used nearby at some stage in the past few weeks? Herbicide can drift in windy conditions and very low doses sometimes cause similar distortion. The fact the condition is only on one side is typical of overspray. The good news is that the effect is usually temporary and new growth will return to normal after the chemicals break down.

Second possibility would be nutrient deficiency but the symptoms are not showing clear indications and would normally affect all new growth on the tree.
Some pests can cause leaf distortion and yellowing so check under the leaves for mites or tell-tale webbing. A magnifying glass is helpful as many pests are real tiny.
