Because it is has a powdery component I would be careful just applying it to the soil. Based on my experience with the stuff(and on its listed strength) I applied it at a rate/amount the same as recommended for meal cakes--gradually increasing. You kind of go by soil surface area (about 16-25 square inches per tablespoon) I used trickle bowls, especially on big stuff and also tea bags. On loose highly aggregate soil I use more. This has the added benefit of being able to take the stuff off. If you want to apply direct to soil I would use a more granular fert like Mean green or even Dr. Earth Life which has less powder. I do know guys who just make piles and do a scrap-n-clean come fall.
