I must say those leaves look suspicious and you’re in the infected area.
In canton Ohio but trees came as unleafed from new york
 
For what it’s worth there is a foliar treatment with a fungicide called Broadform available with high success rate that would fit in great with Bonsai! One of the two active ingredients has nematocidal properties.

Not widely available and apparently restricted use to certified insecticide applicators because it is extremely toxic to fish
 
Yes, you will need to be (or hire) a certified applicator in most if not all states. The beauty of bonsai is off target exposure could be kept to an absolute minimum or non existent. Move the tree away from water sources and spray with a low pressure spray device. You could get great control with one of those handheld pump style sprayers and keep the product to the treated tree alone.
