2nd Year Crab Question

Got this beauty as a bare root from Arbor Day Foundation last year, one of two out of twelve to wake up. And wake up it did, it grew a ton last year. This is my first time overwintering it and it appears to have made it through fine, however I am noticing a lot of what I would describe as white hairs on the branch tips and buds. Am I dealing with a fungal issue? I’ve hit it with some Neem oil a week or so ago and then just started a cycle of preemptive Infuse as a rust deterrent (my ERC has already shown signs which I am treating unfortunately). I think the crab is just a little hairy as it hasn’t really gone away but want to be sure. Couple history photos and then the white substance pictured.

We don't have cedar rust down here so I can't be sure that's not what your tree is showing but most of my crabs have hairy buds so I would just observe for now.
Bonsai is much more fun if you don't go looking for problems where there are none.
 
looks fine to me - wait until it buds out and you will see rust if it has it
 
Appreciate everyone’s input. Probably just a little paranoid.
