I’ve tried a number of different tools. For the money, I would second the answers above of Kaneshin and Joshua Roth. I haven’t used Wazakura much, but it is the best of the low cost options I’ve seen—I’m thinking about picking up some pliers due to their grip.
I have a few Niwashi tools I bought in Japan. They are good, but not as good as Kaneshin and Joshua Roth and the price point is very similar. My Ryuga shears are also nice.
I have not been impressed with American Bonsai tools. Perhaps it’s because I don’t like stainless steel or because the relative weakness of the yen makes American made tools less of a good value proposition. They are some of the most affordable stainless steel tools however, so if that’s a requirement for you, it’s not a bad option.
All the Roshi tools I’ve purchased have been straight up bad, would not recommend even at a low price.
And just to round it out, I’ve also had the privilege of using my mentor’s collection of Masakuni tools from the 70s, which are fantastic, but do not meet your request for not super expensive.
