Problems with my young Jacaranda

Hello can someone identify the problems my 1-2 yr old Jacaranda is going through. There are white spots on the branches which have spread to the leaves. The larger branches are drooping with curling of the leaves. The tree sits in a window with plenty of light but nothing harsh. It currently is in a larger pot to allow it to grow. Because of the pot size i usually only water once a week. The soil is regular Miracle Grow potting soil.

Can you get a closer picture of the "white" on the leaves? Looks like bugs (aphids?) hard to tell.
