Take a look at Staghorn Sumac, Rhus typhina - it looks to be the same and is not uncommon in that region.

Sumacs have elongated flower heads. This looks good for sorbus aka mountain-ash or rowan.

There are several that bloom white, the Staghorn Sumac, Rhus typhina is just one and would be found in that region. Just my 2 cents

I have both Sorbus, aka mountain ash, and Rhus typhina, staghorn sumac, in pots, in the back yard. Your photo looks Sorbus. The European Sorbus is common landscape tree in my area, I'm not sure I could tell the European apart from the native North American species.
Rhus, staghorn sumac, is quite fuzzy, everywhere.
