If this was my tree I would be most concerned about the lowest branch, the one on the left. I assume you want these branches otherwise you would not have applied wire to them? If that is true you have to realize that BS are apically dominant and will abandon lower growth in favor of the upper growth. This means that you have to reduce the upper growth and allow the lower growth to gain strength. Look at your picture: Do you see any vigorous growth on those lower branches you have so carefully wired? They are not going to get stronger while you allow the top growth to take all of the tree's energy. Sometimes you have to abandon what many tell you in order to get the response you want\need. Given the right circumstances Blues will bud from a bare trunk, usually in response to a serious top reduction. I am not advising you to do anything, just simply think about it. You might want to reduce the top growth by at least 50% accros the board and see what happens. If the tree is healthy and has been well fertilized you wont kill it. Leave the bottom growth alone and allow nature to take its course and watch it start to grow in response to the sudden loss of upper growth.
