Juniper miner moths?

Hi All,

After travelling too much the last few months, I was surprised to see a number of junipers with brown tips. Searching around the web has led me to believe I have miner moths of some kind in my plants.

Is there anybody here with experience with these ? I spent a few hours freezing my own tips off, trying to clip out as many infected tips as possible, but for sure I did not get them all. I would like to get rid of them though..

Any suggestions? And maybe based on these pictures, someone can confirm this is indeed what I am afraid of?

@Bonsai Nut suggested I use neem oil on miner moths found on my pomegranite tree. Not sure if that is what your dealing with on juniper? He suggested using it in winter so as not to burn new growth.
 
I know these i came acros a few in my juniper where i was cleaning up dead needles they were inside ther silky webs gotta check the rest now too
