Well I will throw in my 2 cents. Might be worth even less than that
But I’d probably pass on this one. I just have a hard time seeing a great future with this tree any time real soon. I feel like you could probably grow something from seed or air layer in about the same amount of time it would take to make this tree appealing, for a fraction of the cost.
On this tree I feel like all the branches need to be regrown, maybe even the trunk. And the base probably needs to be layered.
But hey, if you really like it and it inspires you to do bonsai, then you should get it! I feel like you could find a much better maple in California though.

That’s because of the thick no taper chopstick like growth. Also the cluster of branches emanating from the first junction, which makes me think it is a nursery tree that hadn’t been converted to bonsai. Same for the nebari. The only reason I can say this with certainty is because I have one that came from a nursery over five years ago, that we dug up last year…. and looked similar to this…. Which we have been in the process of fixing.
As @Colorado mentioned this may actually be a decent bonsai in SoCal a Mecca of bonsai, but somehow doubt this.
So, would pass on this tree. SoCal has some amazing bonsai sales at there conventions. Would go to a couple of these and see what they have to offer in the maple line.
