Yeah, you're right. But it's cheap, and fast! And the label says it's been prepared fresh. Just not on what date..To me, seeds from Bulgaria seems akin to gas station sushi. If you step back and think about it for a bit, it will not seem like a good idea.
I've shipped two plants to the US in the past as a private person. They were bare-rooted, fumigated and treated with various insecticides and fungicides before packaging. They arrived OK.
That was a lucky couple of shipments. I was smart enough to not ever mention where it was shipped from.
In the past, for the university I worked for, we had to sign a full stack of paperwork to be able to receive three(!) slices of Turkey meat from the US. Like the stuff you put on a single sandwich. I wonder sometimes if it wouldn't have been cheaper to just send a prepped sandwich in a cooler instead; way less paperwork on foodstuff compared to "potential biohazard animal produce for diagnostic purpose". But you gotta play by the rules of the game.
