Elm Left Curling, yellow, and browning

Hey, newly (1 week ago) acquired elms are developing leaf curl, browning, and yellowing. Watering well, well draining soil (turface), full sun on stand. I am new to elms. Is this typical for elms zone 8a Charlotte, NC

The curled, white new growth is definitely not normal. possible pest or disease but I don't know what.
Black spots are more common. Possible leaf fungal infection - too humid?
 
I have had a few like that on my chinese elm too. They appeared after a period of a week or more in which we had a lot of cool rainy weather so I suspected fungus and laid on the Infuse granular. Haven’t seen any new leaves with it and hope to see it completely disappear now that it is getting warmer and less humid.
