Any suggestions on dealing with this reverse taper?

Air/ground layer? You can't sacrifice branch that.
 
Pot it deeper and/or raise the soil level - you have the tap root sticking up in the air.
It's possible its grafted, many spruce do this at my work after a few years if they don't sell. It's weird.

That's what I was thinking. Just wondering if there was another option thanks!
You may eventually get lateral roots near the root collar (going up, its the point where bark first appears) as a result of normal root pruning, but the area must stay moist!

I'm not a pine grower......but I agree with the bury-it-deeper direction. You're very close to the ground level already. In time you should get roots and in time you'll be able to prune off the deepest roots.
