I don’t have a lot of experience with JWP specifically and recently acquired a couple of decent size material. The new shoots/candles are pretty long and floppy. Is this normal behavior or a sign of weakness?

Use a big pot with top soil or potting soil, apply heavy fertilizer once the roots are established. I am growing some materials that way myself and the results are fairly good.
The challenge is knowing when the roots are established enough to use large amount of water and fertilizer.
The Chinese company is likely just a middle man. Based on what I know, akadam is really cheap in Japan and that's a big reason it is so popular. In the US we pay mostly shipping for this fancy dirt.
I wonder how import tax is being handled with something like this.
