Is it a procumbens? I think it looks like good material. Specially if you are still exploring and learning. I think making sure it has plenty of sun, right amount of water and fertilizer is key. It looks like its health is declining. My procumbens all have fresh green tips and new foliage that is normal for healthy ones. My unhealthy one is dull and with little new spring growth and could possibly die due to trying to push it’s limits. Doing work to an unhealthy juniper is basically a death sentence. They need recovery years with strong growth and fertilization. Maybe you can get some photo’s in the sunlight but it seems like pretty dull foliage. In that case bringing its health back is first order of priority and action. While you continue finding its style.
