Chances are the scale insect was on your ' crappy little 'tree when you bought it , so its not really surprising that the nearby pines are clean! Scale insect is fairly slow to move!! Hopefully you have already quarantined your infested Mugo by now ? preferably in double wrapped black bin bags!!

Odd that the other pines near it are clean. This one was last week too I guess. Influx of all kinds of pests lately. summer blues....

Some plants are just more susceptible than others. My benjamina ficus had a ton but the houseplants near it were clear
