White Tips on Shimpaku Juniper

This is my first year seeing this on my juniper, but I’m still fairly new to all of this and constantly learning. I have a feeling these are either flowers forming or some sort of insect damage from either spider mites, aphids, or something of the like eating new growth as it emerges. I could use the wisdom of others with more experience to identify.

Definitely no problem. The tree is happy enough to try to reproduce. Conifers don't technically flower but that's what you're seeing.
