Where to start with this foemina juniper

I bought this tree 9 months ago from a local nursery (Timeless Trees), and have done nothing with it since. It was wired, however it was only the main branches and was starting to really dig in. The lowest branch was cracked at the base so I removed the wire back in December. I'm not quite sure where to start with this one. Any input would be greatly appreciated!
