When to repot

I did repot a few trees last spring (my first spring doing bonsai) and I think I may have messed up timing since those trees recovered, but not very well. For repotting trees this year, I would like to know when the ideal time is. Should it be after last frost to avoid killing new roots or when the trees have just begun to wake up from dormancy? What do I look for in the tree to make sure they have begun to wake up? And to protect from frost after repotting, can I leave them in my garage that usually 20 or so degrees warmer than outside? Also if I am air layering off of a tree planted in the ground do I do it after last frost to not kill roots?
