What time of year is best to remove from ground?

What time of year is best to pull out some trees from a grow bed? I was thinking either late winter or just before bud break?

I need to move standard red maples, privet, crape mertyle, and a lilac. I need to move from a raised bed to another in ground area.
 
Moving to ground can be done between (after) fall and early spring. That is what we do in most of our projects anyway. Roots still grow in spring and winter so early transplanting help the roots get established before spring. If you are moving to a pot, that is a totally different story and should be done only on spring before bud break and when risk of frost is over.
 
If you are simply transplanting material from one in-ground location to another with no rootwork being done, late summer into early fall is a great time of year in the north east. The temps are cooling down and the ground will stay warm, which facilitates root growth, right into December. For where you are, I'd say September through Ocober would work. Just make sure you mulch the soil around the trunk and water weekly until the ground freezes.

ps are crape myrtles hardy in your area...I'd think they'd be marginal at best in the winter in central PA

Crape have lasted two winters. I will never buy more. There is considerable die back each winter. I am going to make these into perm lawn flowers.

I need to remove some trees in training from a raised box. I would like to organise the area better which will require these to be palced firectly into the ground and not in a raised box. I then can provide correct spacing between trees and water easy. I have always done the transplants in winter. I will try them in fall and see what happens.
