What is this?

I went to do some work at a customer’s commercial property, and this tree was tucked in the back growing over a railroad tie. Does anybody know what this is?

The owner has given me permission to take it, and it is about 4 inches wide at the bottom.

I think you’re going to get better responses with a better photo. This one is probably too far for a satisfactory identification. Also knowing generally where you are in the world will minimize the possibilities.
