What is this tree/shrub

You are in California, which means there's a wider array of possible suspects than I would have in my greater Chicagoland area.

My first guess would be:
Lonicera - known as "honeysuckle", there's over 100 species of Lonicera, narrowing it down requires flowers. My guess would be Lonicera maackii or Lonicera tatarica. Both are invasive species in North America.

There is another possibility: Punica granata, the Pomegranate. It's winter hardy in much of California.

Flowers would separate which is which. Pomegranate usually has bright orange to red flowers on the current summer's growth. Don't prune this bush. If it blooms by September, with an orange flower, you have a pomegranate. Honeysuckle blooms in spring with a delicate and fragrant flower. Usually white, with some yellow or pink.
