What is this “pest”?

Found this on my variegated Shimpaku. It was infested with spider mites when I got it (but I have that under control now I think). But what are these? Are they mite eggs? Scale?

As you can see, i have a lot of them. The tree seems healthy otherwise. It’s actually fruiting.

Yes, that looks like juniper scale to me.
Usually not problematic until the plant weakens.

A good systemic that has scale on the label should fix it for you.
 
No, they didn't. There are still two available: Acetamiprid and Lambda-cyhalothrin.
At least one of them also works on juniper scale. But the thing with scale is, when it dies, it doesn't fall off of the plant. So you can never be sure you've got them all. And they tend to be resilient. So I would order the systemics but not treat until spring. Once they start laying eggs and multiplying, that's when you can hit them the most effectively.
Treat twice, three weeks apart. Preferably in the evening.

I had a collected juniper with this scale and I just used a strong spray setting from my hose to get most of them off. Went back through two days later with a q-tip and rubbing alcohol to get any stragglers. Might need a magnifying glass though.
