This is the festival organized by the Japanese Satsuki Association (the enthusiasts/hobbyist club).
The video is 4K 30 minutes professional grade, so basically perfect camerawork (gyroscope, panning) and quality.
Plaques that show the bonsai artist, cultivar, and what award they won are shown, but of course hard to read.

Highlights for me:
Bonsai-wise the huge Hikorin at 17:18, because why not have such a large azalea?

Flower wise:
Renge at 18:04, special flower with a nice texture, yellowish throat and dark pink dustings.

Special mentions Kisshoten at 16:47 and Saishun at 26:12
