Triden Maple has yellow spots on top and white marking underneath the leaf

Photos are a bit out of focus but I would put those white spots down to some sort of sap sucking bug.
No indication of which part of the world you are but possible scale, thrip (they usually more and fly though) and maybe a few I don't know or have to worry about.
Have you tried to scrape any off? Checked with a magnifying glass?
Fungal is possible but I have not ever seen anything quite like this.
 
If they form little indentations with some kind of web like structures, it's possibly a leaf mite. Not sure how to handle those, but our grape vine has suffered from those for decades. And suddenly they were gone.
 
looks like chlorosis and possibly scale. what is your location?
 
South east US
I would call your local university extension office and see if they can point you in the right direction. but it looks like scale insects and there is something causing the chlorosis.
