Quick question. I have this ideal leggy branch to graft into an area i need a branch. Is it ok to graft a branch below itself?

That's usually how it's done. A shoot from higher on the tree loops down through the trunk.

As long as the graft site is alive with active growth above it and is large enough to perform the procedure, you're good to go... it doesn't matter where the donor branch is coming from. Fwiw, I've thread grafted roots, both to start a branch there as well as a means of improving the rootage (seedlings were used here vs a whip from the actual tree).
