This is a Texas Ebony I have. It seems the leaves have started to yellow and I'm not sure if it got a little too cold or not enough water. The cambial layer seems to still be green. Is it best to leave the foliage as is or should I defoliate and let it flush out in Spring again?
 
Well, those leaves aren't going to do you any good. You can take them off if you want. It would probably be easier to clean them up all at once.

How cold did it get? How dry did it get? I've heard of them taking a light frost in the ground, but I always bring mine inside at 50F with my other tropicals. I've also seen mine drop all of its leaves once under stress. It took far longer than I would have expected to grow them back. These may look like brazilian rain trees, but they grow at 1/4 speed.
 
Leave it alone... although that trunk looks dead, if you say you scratched green. If I had to guess was too dry. They handle short freezes okay.
 
Can you tell us what sort of care was given up to this point? Perhaps we (not me lol) can provide some advice.

Standard care. Watering when dry. Brought it inside during the winter facing westward direction. I hadn’t done any fertilizing or pruning. After the leaves wilted I have been babying it and making sure it has plenty of moisture. I went ahead and defoliate the tree since the leaves were dry and did some minor branch pruning. The cambium is still green throughout so I don’t think it’s dead.

It must have gotten dry while we were away when my daughter was born.
 
Here at the north pole TE is starting to re-foliate after looking raggedy through winter. Give it sun and don't let it get bone dry and it should come back pretty soon.
