Sunleaves Pelletized Peruvian Natural Fertilizer 12-11-2,

I’m hoping someone could tell me how and when to maximize this stuff to it’s best potential. From what I understand organic fertilizers do not metabolize under 40 or 50degrees? I feel like last year which was my first year with trees I could have gotten more growth if I knew how to utilize fertilizers better. I’m just kinda trying to know how much to use and when? Should I mix with water or put it in tea bags? My trees are all in development stages and I live in zone 5.
