Does the label actually specify a species name? The same common names can apply to a few different species in different areas. Your seeds could be E. cinerea, E. polyanthemos or a couple of others.
Most Euc species germinate without any pre-treatment. It does not get cold enough here for them to have developed cold strategies. Most have more problem with hot, dry summers so it is common for Euc seed to germinate with Autumn rain and then grow all winter but seed will germinate any time of year when there is sufficient moisture.
Sow your seed now.
Fill a container(s) with good potting soil or seed raising mix. I generally sow all the seed in one container and prick the seedlings out into individual containers as they get large enough but if you want to use multiple post that's OK too. Seed of most Eucs is quite small and there's probably quite a bit of 'chaff' (packing material from around the seeds). Sprinkle everything in the packet over the soil surface. Cover very lightly with more potting soil or a thin layer of vermiculite. Just enough to cover the tiny seeds.
many Australian plant growers use the 'bog' method to get seeds to germinate. Place the seed container in a shallow tray of water, outdoors in partly sunny place. The water seeps up through the soil and provides constant moisture for germination.
Otherwise check soil moisture each day and water lightly as required to keep the soil surface just damp.
Sun is good for healthy seedling growth and will also reduce fungal problems.

When seedlings have 2 or 3 pairs of real leaves lift them out gently and transfer to individual pots. Water and fertilise as for any other potted tree or shrub.

Is your plan to use these as bonsai?

Thanks @Shibui! The seeds don't specify anything else other than what is in the photo. I am going to take your advice, I am planning on using for bonsai if I am still around!
