Shipping between UK and continental Europe

I used to be able to buy plants from the UK but now all their nurseries restrict shipping to within the UK.
Has shipping plants become illegal? If not, are there ways to still buy from there, maybe with some extra cost?

Plants need a phytosanitary pass from the country they are being sent to now so a seller would have to research the country that it is being sent to's requirements and apply for a pass from them which would also presumably cost a bit especially for just 1 tree. Coupled with taxes I imagine it is just not worth the hassle or price to do so.

I just ordered something from UK for the first time, should come in December but I'm already worried about the taxes and the notorious Madrid customs.
