Sekka Hinoki Turning Yellow In Spring... help please

This Sekka Hinoki has branches that are yellowing during spring. Potentially not responding well to wiring? It has been a cooler and more windy spring. Tree sits outside, gets about 75% full sun, sits in akadama pumice blend, fertilized with Grow Power.

I bought three of these trees over the winter and the other two seem fine, although this is the only one I wired, trying to spread out branches to prevent dieback. Maybe too much too fast? Re-potting, waiting a few weeks then wiring? Maybe a fungal issue? It has not been treated with fungicide but the other sekka's are doing fine.

I welcome potential diagnosis and remedies. Should I do an emergency re-pot into a net pot?

I would not repot again. I heard some people doing a Menedael bath. There is a video online from Matsuyoshi on sekka. I would say the wiring its at fault. This happened to the first sekka i wired. Take wire off and let it get healthy again before any work. The brown parts are dead.
