Could anyone please give me some idea of age, and value of the below ikebana shears

Uh, nah brah...Don't know where you came up with $1,200. Cite the source. These aren't old and probably aren't all that valuable.

I'd say, barring some kind of revelation from Roadman, that these are likely worth around $50 or so. The "collectible tool" market is mostly non existent. Worth depends on utility and condition. These look useable and don't appear to have any blade damage. Comparable quality shears are around $50 or so.
