Two Chinese Elm and Wisteria had their roots escape. I wanna repot them. Do I cut off right at bottom of the pot or go deeper. It's been about 3.5 yrs for the wisteria.. the CE might not much less..

Just below the pot. Potential roots nodes(swelling) are inside the pot where roots exit pot. Cutting just below pot will give you an explosion of new root growth at those swellings.
Escaped roots are common when pots are on the ground. No problem just chopping roots right below the pot. I then cut roots inside the pot shorter when repotting.
Both elm and wisteria can tolerate quite drastic root cutback.
