When it's repotting time here in the UK I plan to move some maples from garden pots into training pots .This will involve cutting some big roots back , the one thing I am not sure on is do I seal the large root cuts after or leave them as they are and go ahead and pot them up .

Nowdays I do not seal the wounds that are under the substrate line, even the big ones. You can see my repots and how my "bigger" trident goes in this youtube playlist
A draining substrate helps avoid rot problems in the roots and cuts: I use 50% akadama and pumice mix and a extra ventilated "pot". The climate in Spain is somewhat less rainy than in the UK, keep it on mind too!. You can seal o you cann't I haven't see any diferencences when the cuts aren under the ground.

Cheers.

No. Never seal any roots. It is essentially universally accepted in bonsai to not seal roots.

not necessary and can actually inhibit new root growth by blocking new roots from emerging from the cut site.
