They're aphids.
Can be treated with an insecticide that has aphids on the label. Neem oil works against the aphids I have here.

Blast them off with a jet of water, then use the Neem.

I’ve only seen a couple times on my junipers. Thought they were a type of aphid or something so killed them with water and a paper towel. I regret now.

every once in awhile ill see a group of them just hanging out together on a leaf. then they'll just roll out to go kill stuff i guess

Not if one bites you! I got bit once in an old barn. Wound will ulcerate and take a long time to heal.
