Preventative treatment CBS

Hi all,
I recently picked up a piece of Colorado Blue Spruce nursery stock. I really like the tree. However, CBS seem to be quite susceptible to a number of pests and diseases: Rhizosphaera needle cast, Cytospora canker, rust, bagworms, mites, etc. CBS in my area are all struggling.

Do folks here have any recommendations on preventative treatment for CBS?

I'm in Pittsburgh, PA. Zone 6b.

I've kept 2 collected CBS in SE MI for 3 years now with no issues with pests. I think good husbandry is key, so full sun and ventilation, good soil, etc.. Several of my junipers have had mites the last few summers, so I've sprayed the spruces prophylactically, but I've nev er actually found mites on them.
