New member here! Yesterday I picked up a number of ponderosa pine seedlings from an environmental restoration program that ran out of time for planting and were getting rid of their remaining seedlings. I planted them in pots and quarantined them. Today I noticed some bands of discoloration on the needles and am worried it might be needle blight. Wondering how to proceed. Any opinions are greatly appreciated.

It does look like it.
First you need to know your enemy to learn how to deal with it. Looks like it infects needles well before it shows up. It's the initial infection you need to prevent with fungal sprays.

Try neem oil mixed with small amount water and dishwashing liquid - just to make it stick on

This is just an opinion, from having battled needle blight, but given how young that seedling is, I would destroy it. You would be losing very little and saving yourself an awful lot of work and hassle. If the spores from that get about, there will be needlecast further than you might expect.
I would also recommend the place you got it from to destroy all of their seedlings too.

There are lots of reasons for banding and/or needle discoloration on ponderosa. Personally wouldn’t worry about a few banded needles. Most of the needles look healthy.
