I think youre pushing them too fast. Also chops probably arent necessary with their backbudding capability. Treatment as a single flush as @Tidal Bonsai recommended should promote backbudding on the trunk.
The juvenile growth is a tree responsd to needing immediate foliage to stay alive. Just let grow and stremgthen. Wait a few years before repot after these major reductions. The prevailing theory is one insult a year but if you do something drastic like a chop, you might best off waiting an extra year to stabalize.
