I'm not seeing the chewing part. I also don't see much damage in the pics. It looks like a normal BRT to me. I assume your referring to bugs since you used an insecticidal soap, those white dots may be aphids, but I don't see much on the pictures you posted. If you see bugs on it try, and get a good close up picture of them. Look under the leaves too.
