Ok to repot in late Aug, early Sept?

I've had them about 18 months. Still in the original soil from FTD or one of those places. I didn't order them and would have to spend some time trying to figure out where they came from. I think it was FTD.

90% of the plant is/looks dead. There are maybe 10-15 leaves still hanging on. I'll get pictures tomorrow when there's light.

I've always watered the two together and in the same way. The second tree didn't have a major infestation of mites though they are kept 2 ft apart at all times. Both were sprayed in the same ways with the same chemicals. Second tree looks fantastic. This one not so much.

In the event this one probably isn't going to make it, is there any way to take a cutting from it?
I think cuttings only work from healthy trees. I’m sure others here with better luck with cuttings can tell you the best times to try cuttings but dont plan on cuttings from that one.
 
He’s looking rough but does have a couple very small new leaves coming in. I’m still holding out hope.

If this was mine, one thing I'd do is remove all those dead/dying leaves as they could be harboring mites or scale. I'd probably just cut back a lot of the branches rather than removing them (if they're still alive they'll bud back). I don't know much about the chemicals you've applied but when I've had mite infestations, I've always managed to eliminate them simply by spraying the plants every day with water (hard spray once or more per day, getting leaves from all sides). If the soil is already wet I'd cover it while doing this so it doesn't keep getting soaked.

Repotting...maybe, I don't think there is much to lose at this point. It is possible there the tree has something like root aphids or mealybugs or something else going on down there.

Unfortunately though, I don't think it's going to make it. But as I mentioned before, I haven't had much luck with these personally. I do want to try another one though, the fragrance of the flowers is worth the effort.
