Nitrogen depletion - Does this help?

I'll be gentle this U of idaho article is a total crock of merde.

A-n-d trees don't take up nitrogen that-a-way. Trees eat as a symbiont of mycorriza (mushrooms) that do feed off of wood-sawdust in soil.
 
Reading that entire mess I think they better stick to potato farming... Not an expert but I can read English and it just makes little sense to me for several reasons.

There are plants like Wisteria that do not benefit from Nitrogen as Wisteria has nitrogen fixing capability (provided by Rhizobia bacteria in root nodules), and thus mature plants may benefit from added potassium and phosphate, but not nitrogen.

In the scientific world there must be peer review. This paper was issued in 1991. Did the paper/theory in question have any results of a peer review? Are there any papers since 1991 with this same theme?
