Ligustrum Chinese Privet

Hi there, hopefully someone can help me out with this...I've had this Ligustrum Chimese Privet for 4 years now and it has always grown vigorously and needed regular pruning. However in the last 6 months the top branches seem to be dying off, I've tried feeding but it hasn't made any difference. I keep it outside in the summer but indoors in the winter in a cool west facing window to protect from frost. The lower branches are still growing vigorously...if I prune these back hard would it force the top to grow, maybe?

Could you give me an update on this tree? Did it make it?
 
My best guess would be something is going on in the root system. Or, could be some kind of disease (fungal or bacterial) that has infected the upper trunk and or branches. Or maybe borers got into that part of the trunk.
 
privet is an outdoor wild weed tree. My guess is that the lack of humidity in your climate controlled house is making it unwell. since it's spent all winter inside, if you put it outside today it would probably go into shock and die. get it healthy this summer and leave it outside all winter. I'm sure there are more qualified experts on this subject but that's my two cents
