Ligustrum Chinese Privet

Hi there, hopefully someone can help me out with this...I've had this Ligustrum Chimese Privet for 4 years now and it has always grown vigorously and needed regular pruning. However in the last 6 months the top branches seem to be dying off, I've tried feeding but it hasn't made any difference. I keep it outside in the summer but indoors in the winter in a cool west facing window to protect from frost. The lower branches are still growing vigorously...if I prune these back hard would it force the top to grow, maybe?
