Hey so I have a maybe 25 ft tall JBP. It needs a bunch of limbs removed for property boundary reasons. I'm a novice bonsai participant and so I was wondering how large of limbs one could root either by cutting or air layer... Any wisdom?

Not going to work. Pines are hard to root. Many cannot be rooted. Those that can be a seedlings.
I've made short of the long of it.

Younger tips MAY root given appropriate conditions but strike rates can be very low so most people don't bother. The older the shoots the lower the strike rates.
JBP can be layered but it is neither quick or a sure thing like many other species.
If it is 25 ft tall it should be producing cones. Growing from seed is easy, and given all the problems with cuttings and layers, usually just as quick.
