Landscape white pine when and where to chop?

I bought this tree several years ago (3-4’ tall) with it just being a landscape tree in mind. It’s over 8’ tall now and I am rearranging my landscape and figured rather than dig it up and give it away I’d chop it and see what I can do. I will leave it where it is to heal if it is worth chopping.
When is the best time to chop? Also opinions on where to chop.

I will take any additional photos if that helps.
There is some slight bending to the trunk and I wouldn’t be opposed to doing what could be done to give it a lot more bend in the future after it heals up from the chop.
