I have tried it, but the only thing I can't cure without fungicides is rust. Rust can't even be cured, it is forever until you cut it out.
Tip blight is often misdiagnosed, it's more likely a root issue that caused the tips to die. As a matter of fact, I'm convinced that most blights in juniper are secondary symptoms that affect already dying or dead foliage, and do not attack live tissue unless the conditions are absolutely amazing for any fungus (like 100% humidity and high temperatures).
Junipers don't often have fungal issues at all, and if they do, 95% can be attributed to the conditions they're in (wet or dry soil, shade) and that 5% is various types of rust. My suggestion is to not treat anything but improve the conditions instead. This stops re-infection and should prevent the next flush of growth from experiencing any issues.
If you compare it to a human body, the best way to keep it from getting infections is to keep it healthy - or rather, to not let it get unhealthy. You can pump someone full of antibiotics and they can probably eat from the toilet bowl without any problems. But it's better to not eat from a toilet bowl at all, so you don't need antibiotics at all.
