HI and welcome to the nuthouse. I am afraid your tree is not dying anymore, but fully dead. RIP. :(
 
Usually I would say Chinese elm is very tough and might still come back but the bark on this one looks a little wrinkled which is usually a sign it has been dead for some time.
Unfortunately this is the fate of so many bonsai kept indoors.
There is still a very faint chance that it might sprout from the roots or low on the trunk so maybe cross fingers and continue care for a few more weeks before reading the last rites?
